Description
Scouts can extinguish a burning player using Madmilk. Like Jarate's Extinguished Teammate (Pyro) action, this should be an event that awards points to the player.

Psychonic, do we need to do anything with SuperLogs for this, or did the change to the condition resolve this?

Yes, just need the award images.
Daily, Global and then Bronze/Silver/Gold ribbons for "Mad Milk". It's the same as the other extinguish icons -- just a fire extinguisher and then the icon in the lower left.

I'm unassigning this and setting it back to the general pool. I'm filling whatever I can with stock images and if someone can create these in the future, great. :)
