"Point calculation settings" in per game config

Description
We would like to see the Point calculation settings variables in per game settings, not in HLstatsX:CE Settings.
Why?
Because if you have a entire dedicated server (like we) running different games and mods, we would like to put those different values in each game, not a values from all servers.
We need to put different values of "Maximum number of skill points a player will gain from each frag", "Minimum number of skill points a player will gain from each frag", "Number of kills a player must have before receiving regular points" and "Cap killer's gained skill with ratio using *XYZ*SaYnt's method" depending of the game and mod, not for ALL servers running in a machine, like now.
For example:
In mods like gungame, at least all of our players want count only the actions (gg_win, gg_levelup, etc) not the points when you kill someone.
In other mods, maybe the admins want to put a different values for kills (for example, set the minimum and maximum to the same value, every death always count the same points).
If we put those variables inside every game instead of Hlstats general settings, we will obtain more flexibility and options to configure each game.

This does need to be done and is something that has been discussed, but I don't believe anything was filed on the tracker until now. This should be looked at for 1.7.0.
