need to redo some stuff on the proxy-daemon. it's all in my head, and im to tierd to write it down :P

Stuff that i think we should do with this issue:
- Implement a function in hlstats.pl to report back active server/users on current daemon, and score it somehowe
- Redesign the round-robin function to set "next server" as the one with lowest score/usage to eaven load
- Implement function in proxy-daemon.pl to re-distribute servers to less loaded servers within a certain timeframe, or by request by a command.
